  • Health and Environment

    This sub-theme focuses on the role of Monitoring and Evaluation in promoting equity in health outcomes and access, particularly for marginalized and vulnerable populations. It explores how M&E can support environmental sustainability, climate adaptation, and resilience, especially in the context of growing environmental and public health challenges. Emphasis is placed on the evaluation of public health and environmental interventions, including their effectiveness, impact, scalability, and long-term sustainability across diverse settings.

  • Business and Commerce

    This sub-theme examines how Monitoring and Evaluation can strengthen impact evaluation of private sector and corporate social responsibility (CSR) initiatives, ensuring accountability and measurable development outcomes. It also addresses inclusive growth, value chains, and sustainability metrics, highlighting how M&E frameworks can promote fairness, efficiency, and resilience in business operations. In addition, the sub-theme explores the application of M&E in fostering responsible business practices that align economic performance with social and environmental goals.

  • Sports and Exercise

    This sub-theme highlights the contribution of Monitoring and Evaluation to social inclusion, youth development, and community impact through sports and physical activity programmes. It focuses on measuring equity, wellbeing, and social outcomes of sports interventions, including access, participation, and long-term benefits. The sub-theme also emphasizes the use of evidence-based policy and evaluation to inform planning, investment, and governance in sports development initiatives.

  • Law and Ethics

    This sub-theme explores the importance of ethical standards in Monitoring and Evaluation practice, including integrity, transparency, and professional accountability. It addresses rights-based evaluation approaches and governance accountability, examining how M&E supports fairness, justice, and inclusivity in public decision-making. Additionally, the sub-theme considers legal and regulatory frameworks that enable and strengthen evidence-informed policy formulation and implementation.

  • Education and Research

    This sub-theme focuses on the application of Monitoring and Evaluation in education systems reform, including policy implementation, learning outcomes, and institutional performance. It highlights capacity development and the professionalization of M&E, with attention to skills development, standards, and career pathways. The sub-theme also explores methodological innovation and knowledge co-creation, emphasizing interdisciplinary research, participatory approaches, and the integration of theory and practice in M&E.
